Pfeiffer named to Western District appeals court

Columbia attorney Mark D. Pfeiffer has been appointed to fill the first of three vacancies on the Missouri Court of Appeals Western District. The appointment is Gov. Jay Nixon's first to an appellate court since taking office in January. Pfeiffer will fill one of three openings on the Western District. He officially takes the spot of Judge Ron Holliger, who left the bench in January to go work as general counsel for Attorney General Chris Koster. Pfeiffer's name was submitted to Nixon in March, along with 17th Judicial Circuit Judge Jacqueline A. Cook and Cynthia L. Reams Martin. The governor had until Tuesday to make his selection.

Koster seeks raises for new AGs

As the state prepares to complete next year's budget, Attorney General Chris Koster's thoughts have also turned to money - both for his lawyers and for the state as a whole. Koster on Thursday said he intends to increase pay for entry-level lawyers in the attorney general's office to $42,500, a 23 percent increase from the current $32,900. Koster said current pay levels are less than those of public defenders and many prosecutor's offices. "Bringing this office into something akin to basic economic parity is my No. 1 priority," Koster said Thursday.

Suit questions Nixon’s role in clemencies

A federal lawsuit demands that Gov. Jay Nixon recuse himself from clemency considerations for three death row inmates, saying he can't be trusted to be objective because he prosecuted the men as attorney general. Dennis J. Skillicorn and two others say Nixon, through his representation of the Missouri Department of Corrections, "intentionally obstructed federal court appointed counsel's access to evidence in support of clemency." Based on those allegations, the Missouri Supreme Court last year granted a stay of execution for Skillicorn, who had been scheduled to die Aug 27. However, the court on Monday issued a new execution date for Skillicorn - May 20.
