A long-delayed $30 million development in St. Charles should get started this year with the help of $32 million in New Market Tax Credits the U.S. Department of Treasury awarded last month to the Heartland Regional Investment Fund.

Work on construction of a new interchange at Interstate 70 and Mid Rivers Mall Drive is scheduled to begin next year.
