Prison population drops by nearly 5,000, Holder says

The U.S. prison population dropped by nearly 5,000 inmates this fiscal year and is projected to decline enough in the next two years to empty the equivalent of six federal institutions, Attorney Eric Holder said in a speech Tuesday.
