Judge suggests city’s law aimed at blocking Westboro protesters is constitutional

A panel of the 8th U.S. Circuit Court of Appeals affirmed the right of Westboro Baptist Church members to protest at military funerals, but a separate concurring opinion suggests a city ordinance restricting protests could be constitutional.
