Cole County judge upholds 2008 law

St. Louis County Deputy Sheriff Glenn Duncan signs off on a garnishment paper delivery after giving the papers to Hartmann Towing accountant Gail Steele last week. A Cole County judge has upheld the constitutionality of a 2008 state law calling for a $10 extra fee for serving such papers. The state Legislature passed a bill last year that increased the amount it costs for sheriff's offices to serve legal papers, such as a summons, subpoena or other court order in civil cases.
