Plan reform, omnibus bill still on Legislature's plate

As the end nears for this year's legislative session, several major initiatives that would affect the state's legal system remain unfinished. Among them is a wide-ranging bill featuring a raft of changes for the state's judiciary. Another measure that could come up one more time is a constitutional amendment that would alter the state's Nonpartisan Court Plan, even though the amendment appears unlikely to overcome a seemingly intractable filibuster by proponents of the current system.
