New Chief Judge of the U.S. Court of Appeals, 8th Circuit named

U.S. Circuit Judge James B. Loken of Minneapolis, Minn., has succeeded Circuit Judge David R. Hansen of Cedar Rapids, Iowa as Chief Judge of the U.S. Court of Appeals for the 8th Circuit. Judge Loken will serve a term of no more than seven years.
