Judge rules city’s loitering ordinance unconstitutional

U.S. District Judge Stephen Limbaugh issued an order Tuesday stating that an ordinance against begging and loitering that was formerly in place in a southeastern Missouri city “contained unconstitutional provisions under existing federal case law.”
